Harsha is a Partner in the firm’s Transactional practice group and chairs the firm’s global Debt Finance practice. Harsha represents a diverse set of transaction participants in connection with a wide variety debt and equity financings, including high-yield municipal securities issuances, private debt and private credit transactions, fund formations, corporate debt and equity securities issuances, and various other types of capital raises.
Harsha has represented investment banks and issuers as disclosure counsel in connection with over 100 high-yield municipal debt offerings that have raised several billions of dollars in capital for issuers in Colorado and throughout the country. He has testified as an expert witness before both the Colorado General Assembly and the Colorado Senate on topics relating to capital formation for Colorado municipalities and has served as a panelist at national and state conferences of numerous industry organizations, including the National Association of Bond Lawyers and the Special District Association of Colorado. Since 2020, Harsha has represented the State of Colorado in connection with the formation and capitalization of the State's CLIMBER Loan Fund, which seeks to deploy $250 million in capital to Colorado small businesses.
Harsha has been active in the financial industry for a number of years and has extensive industry relationships. He is also an active angel investor and currently advises a biotech startup that is using patented technology to transform biobased carbon into high-performance circular fiber.
Harsha supports a number of Denver-area nonprofit organizations and has served on multiple boards. He is currently a board member of the Colorado Fiscal Institute, the Denver Family Institute, Wyatt Academy Charter School, Moonshot EdVentures, and the South Asian Bar Association of Colorado. Harsha served as an adjunct professor at the University of Denver’s Sturm College of Law in spring 2023, where he co-taught a seminar on public finance and the capital markets.
