Sanctions

The Treasury Department released guidance related to the Russian oil price cap, which will take effect December 5, 2022 for crude oil and February 5, 2023 for petroleum products.

Consequences

Russia will ship its first LNG cargo from a new plant to Greece.

Ukraine Sitrep

Ukraine made more significant process in the north, with the Russian line essentially collapsing and Ukraine gaining 3,000 sq km of territory. Estimates are that Ukraine has captured more territory in recent days than Russia captured in the “second phase” that started in April. The Pentagon believes that Russia is falling back to Bakhmut, which is in the Donetsk region. Russia has also reportedly suspended sending new units to Ukraine.

Some of the success of this counteroffensive has come after Ukraine overcame its reluctance to share intelligence with the U.S., which allowed the U.S. to give better information about Russian weaknesses.
