Rebecca brings more than 15 years of experience counseling employers, plan sponsors, and administrators on the full spectrum of employee benefits, labor, and employment law matters. She regularly advises on the design, operation, and compliance of retirement and health plans, drawing on deep knowledge of ERISA, the Affordable Care Act, HIPAA, the Internal Revenue Code, the Mental Health Parity and Addiction Equity Act, and other federal and state regulations impacting employee benefits.

Rebecca has extensive experience drafting and reviewing plan documents, amendments, summary plan descriptions, and participant communications to ensure plan designs align with legal obligations. She counsels clients on administrative claims and appeals, provides litigation support in ERISA fee and class action matters, and negotiates plan service provider contracts to safeguard plan assets. She also advises on wellness programs, voluntary employee beneficiary associations (VEBAs), cafeteria plans, and health reimbursement arrangements, frequently working with federal guidance and agency rulings to support compliance.

In addition to her employee benefits practice, Rebecca advises human resources professionals on a wide range of employment law topics. Her experience includes counseling on family and medical leave, state paid leave laws, payroll and wage issues, repayment and separation agreements, contingent workforce compliance, and federal contractor obligations such as E-Verify and EO 14042. She has guided organizations through worker classification evaluations, contingent worker policies, and the ACA shared responsibility obligations, and has represented employers in disputes involving FMLA, ADA, ADEA, and wrongful termination claims. She frequently partners with outside counsel to manage high-stakes litigation and resolution of employment-related disputes.

Rebecca served as assistant general counsel for a national trade association, where she advised on compliance, plan design, litigation support, and employment issues impacting one of the largest association-sponsored benefits programs in the country. Her years of experience as in-house counsel has given her valuable insight and a unique perspective on finding practical solutions.

Earlier in her career, Rebecca held a judicial externship with the Honorable Theresa Warner of the Ramsey County District Court and began her career in public service as a Corps Member with AmeriCorps NCCC.
