Valerie provides sound counsel to clients on natural gas, electric, renewable energy, and related issues. Clients rely on her responsiveness, detail orientation, and deep knowledge of regulatory process and precedent in administrative litigation, audits, investigations, and proceedings before the Federal Energy Regulatory Commission (FERC) and other agencies. Her focus on coalition building in situations involving difficult, contentious issues has resulted in successful, advantageous settlements for her clients.

She has extensive experience advising clients on a wide range of issues, including:

  • Advising natural gas shippers on pipeline rate issues
  • Advising natural gas pipelines regarding Standards of Conduct, FERC’s capacity release rules, and other regulatory issues
  • Navigating tariff, rate, and operational issue within the context of Independent System Operators and Regional Transmission Organizations (ISO/RTO), drawing on her deep knowledge of tariffs and operations
  • Preparing clients for investigation by the FERC Office of Enforcement, including assisting with data gathering and review, conducting employee interviews, and deposition preparation
  • Pursuing clients’ business goals through filings at FERC, or responding to filings by others to protect business interests

Valerie’s client work also reflects her background as a litigator, with pre-trial and trial experience representing defendants and plaintiffs in energy industry-related litigation, as well as construction, employment, insurance, mortgage-lending, and products liability cases.


Notable matters include:

  • Serves as natural gas counsel for a major utility in interstate natural gas pipeline, storage, and other regulatory proceedings before FERC
  • Advises power customers, an RTO, electric generation developers, electric cooperatives, and investor-owned utility clients in tariff- and rate-related proceedings before FERC and the U.S. Court of Appeals for the District of Columbia Circuit (D.C. Circuit)
  • Provides legal guidance to clients regarding complex, energy-related transactions, including power purchase agreements, mergers, and asset acquisitions/dispositions
  • Represents the Mississippi Public Service Commission, in its capacity as a retail rate regulator in proceedings before FERC and the D.C. Circuit
  • Counseled a Regional Transmission Organization (RTO) on the integration of new transmission-owning members, in a highly-contested proceeding that resulted in settlements with all but one protestor
