Tom’s outstanding track record is built on his strong advocacy for clients in regard to federal, state, and municipal contracts, grants, and cost-share agreements. He is particularly valued for his ability to secure client-friendly results against difficult odds, in his counsel on government contracts, commercial litigation, as well as in real estate litigation including eminent domain.
Tom also assists and advises clients on all aspects of federal, state, and municipal contracting, including the Federal Acquisition Regulation, security clearances, Freedom of Information Act, Miller Act, Prompt Payment Act, the Small Business Administration 8(a) program and mentor-protégé relationships. Tom has obtained successful outcomes in bid protests before the Government Accountability Office, the United States Court of Federal Claims, and numerous state agencies.
Prior to attending law school, Tom worked as a research biologist, sequencing the genome of the 1918 “Spanish” Flu.
Outside the office, Tom serves as President of the Wisconsin Agricultural and Life Sciences Alumni Association. He is a member of the firm’s Agribusiness, Food & Beverage Team.
