Michael brings more than 20 years of public and private sector experience, including healthcare and healthcare system expertise, to his role as principal with Michael Best Strategies. He leads the organization’s state and federal healthcare practice, splitting time between Strategies’ regional state offices and Washington, D.C. Prior to joining Strategies, Michael served as the Wisconsin Department of Health Services Medicaid director.
Michael specializes in healthcare reform, policy implementation, and government relations and advocacy, focusing his work in the following areas: Medicaid optimization, state healthcare policy, federal healthcare reform, and helping clients navigate the Centers for Medicare and Medicaid Services (CMS).
In his recent role as director of Wisconsin’s Medicaid program, Michael led the agency responsible for health care coverage and services for 1.1 million Medicaid members and an annual operating budget exceeding $9.6 billion. Prior to that position, he served as state budget director for the State of Wisconsin, overseeing the preparation of the state’s $76 billion biennial budget and the financial management of the state government. He previously worked in government affairs as vice president of Dean Clinic and SSM Health of Wisconsin. Throughout his professional career, Michael has gained significant experience in speaking to media outlets and to the public in various capacities.
Michael began his career as an executive policy and budget analyst for the State of Wisconsin, before serving as a policy advisor for the Wisconsin State Assembly Office of the Majority Leader.
