Overview

Linda has spent her career in the arena of environmental regulation. Bringing her 17 years of experience as a state regulator, for 24 years she has continued to help our clients establish and maintain effective working relationships with state and federal environmental regulatory agencies. Linda has served in various policy advisory roles to state agencies, from both inside and outside of state government, including the Wisconsin Departments of Natural Resources, Agriculture and Revenue. 

Clients have consistently benefited from her unique understanding of the workings of regulatory agencies and her ability to develop mutually beneficial solutions to regulatory issues. Now, as Of Counsel to the firm, Linda continues to offer her experience and insights to colleagues in assisting our clients. Linda also founded our firm wide Sustainability Initiative.

 

Linda's practice has focused on environmental law including wastewater permitting, stormwater management, wetlands regulation, navigable waters (Chapter 30 and Section 404) and Public Trust Doctrine issues, Green Tier certifications, and large facility, landfill, pipeline, transmission line, wind farm and power plant siting. She is a multi-year co-author of an annual survey of Wisconsin environmental law and is a principal co-author and co-editor of the Wisconsin Environmental Law Handbook, 4th edition, published in July 2007.

Experience

  • Represented a large Wisconsin utility in negotiating comprehensive wetland and navigable waterway permit conditions for a major power plant expansion
  • Participated in development of Innovative Green Tier Legislation to promote and reward superior environmental performance by businesses, industries, and municipalities and serves on DNR Green Tier Advisors Committee
  • Participated in development of legislation to coordinate decision making of DNR and Public Service Commission in reviewing utility project applications
  • Provided strategic counseling to clients with respect to large contaminated sediment sites in Wisconsin, including interactions with Wisconsin DNR, Wisconsin Department of Justice, US Environmental Protection Agency, and US Department of Justice
  • Represented a Wisconsin county in negotiating a landfill siting agreement for development of industrial and municipal waste landfills.
  • Counseled clients in making voluntary disclosures under EPA Audit Policy and successfully avoiding civil penalties
  • Negotiated agreements with EPA and Wisconsin DNR for 16 private colleges and universities to conduct voluntary environmental audits under the EPA Audit Policy and Wisconsin Environmental Compliance Audit Program
  • Represented a large Wisconsin Utility in obtaining permits for development of a wind farm
