Dan brings a wealth of experience in the electric and gas industries to his work at Michael Best. He represents the full range of industry enterprises, including electric transmission companies, natural gas pipelines, natural gas and electric distribution companies, and independent marketers.

Prior to joining Michael Best, Dan was Deputy General Counsel and Director of Legal Services for American Transmission Company, for whom he also acted as interim General Counsel and Secretary. He has represented several large utility companies, such as Questar Corporation, Florida Power Corporation, Wisconsin Electric Power Company, and American Gas Association.


Dan has a strong background in federal and state regulatory matters – from rate proceedings to matters in energy and electric policy – as well as reliability standards development and compliance. His experience in transmission siting and certification has frequently brought him before state and regulatory agencies on rate and certificate proceedings, where he has represented matters involving formula and stated (historical) rates, rate design, cost allocation, cost of capital, rate of return, cost of service, and the authorization to construct more than $3 billion in new transmission facilities.

Dan’s work in those matters entailed preparation of testimony, pre-hearing discovery, presentation of witnesses before the various tribunals, and the briefing of contested issues. He also sought and received approval for one of the first “incentive rates” on behalf of a Federal Energy Regulatory Commission jurisdictional public utility, allowing use of 100% of construction work in progress (CWIP) in the United States. Dan has represented both regulated utilities and customers in electric and natural gas rate regulatory proceedings.
