Sanctions

The EU adopted a full suspension of the visa facilitation agreement with Russia, beginning September 12. Energy ministers also backed away from initiatives to cap Russian gas prices, opting instead to direct Brussels to draft ways to capture energy firms’ profits. There was a great deal of division among EU nations on the price cap, and the threat of Russian retaliation loomed large in discussions. A U.S. official said that a price cap should be set above the marginal production cost of its oil and take into consideration historical prices.

The U.S. sanctioned Iranian individuals and companies that aided Russia’s war efforts.

Ukraine Sitrep

Ukraine’s counteroffensive in Kharkiv has been “very sharp and rapid,” according to a Russian official in the area. Maps from the Russian side paint that picture. Russia is reportedly redeploying troops to the region to stanch the bleeding.

U.S. General Mark Milley said that Ukrainian forces have hit over 400 targets with HIMARS rocket systems. The U.S. is sending a new shipment of radar-hunting missiles to Ukraine.
