German Chancellor Olaf Scholz said ceasefire negotiations between Ukraine and Russia are far off because Russian President Vladimir Putin still believes in the possibility of a dictated peace.

The UK said it would take 5-10 years to backfill the weapons it sent to Ukraine.

A Microsoft report found that Russian hackers have been attempting to infiltrate over 100 organizations in the U.S. and 42 other countries – and have been successful in about 30% of attempts.

Sanctions

Ukraine asked the U.S. to remove all antidumping measures on the country’s exports.

Consequences

The International Energy Agency warned the EU that Russia could stop supplying the continent during the winter. Russia’s three largest oil producers are evaluating Dubai for trading operations instead of Switzerland.

Russian President Vladimir Putin said his country is rerouting trade to “reliable international partners” like Brazil, India, China, and South Africa.

Ukraine Sitrep

Bunge and Viterra reported that grain facilities at Ukraine’s port of Mykolaiv were struck in an Russian attack. Naftogaz’s CEO said that all oil refining in Ukraine has stopped because of Russian attacks.

A Ukrainian kamikaze drone was shown on video striking an oil refinery in Russia.
