In response to the downturn in the economy, Congress enacted and President Barack Obama signed into law the American Reinvestment & Recovery Act of 2009, also commonly known as the “Stimulus Plan.” The Stimulus Plan includes several economic recovery-related items, such as federal tax cuts, expansion of unemployment benefits, and domestic spending in industries such as health care, energy, education and infrastructure.
